IT in the District

Computers and Information Technology have an immense impact on the life of every man. The district as a whole and specially the headquarters, Tura has made considerable progress in this field.

Extent of Computerization

The district administration is taking the necessary steps to popularize use of computers for a smooth running of the Govt. machinery. Some government departments have computerized some of their services whereas almost all the offices now possess a few number of PCs for their day to day activities.

In the district headquarters, Tura,  some nationalized banks have computerized their services and some also introduced core banking with ATM facilities which has helped their customers to a great extent. E-post facilities are also available in the head Post Office at Tura.

In the field of Education too, the Government has taken initiative to provide computer education to all the students through their respective schools. Already many schools and also the colleges are providing computer education to their students. Some recognized and also some private institutes are also conducting BCA courses and providing degrees  to the interested students. A number of private institutes in Tura have come forward in imparting quality computer education to the masses. The IGNOU also offers some computer courses from its Study Centre at Tura.

The district headquarters, Tura, has a number of Cyber Cafe and individual Internet connections provided by both BSNL and other private ISPs. The number of individual Internet subscribers is on the rise at present.

Initiative of District Administration and Government

The district administration, West Garo Hills District is very keen to extent the IT facilities to all the government departments and offices. The District Administration is making conscious effort to implement IT facilities to all the branches functioning in the Office of the Deputy Commissioner including DRDA and Election. All the branches in DC office are now provided with personal computers and a LAN has been set up to interconnect all the branches. Some branches/departments like DRDA, Election, Supply, Planning, Disaster Management etc are utilizing the computer and Internet facilities to the fullest.

With the advent of IT in all the major sectors over the past few decades, Government of India and also the State Government have adapted IT in various fields and activities.

Role of NIC District Unit

NIC, West Garo Hills District Unit is providing the necessary support to the district level computerization like software development and support, Web Site development, imparting training to the Government Employees and others, support for data-entry operation and trouble-shooting for various government departments, transmitting data using NICNET, the NIC network which connects the NIC headquarters, all the State Units and the District Units of NIC.

National Informatics Centre (NIC) is a premiere IT solution to the Government of India, having its Headquarters situated in New Delhi. Over the years NIC has extended its facilities from the Central and regional offices to all the States and Districts of the country. Each State possesses a State Unit where as the districts have the District Units to facilitate IT to the local administration.

NIC District Unit, West Garo Hills is at present functioning from the Office of the Deputy Commissioner, West Garo Hills, Tura. The unit is well equipped with latest technology to provide necessary  and intensive support to the district administration. It consists of latest hardware, software and Internet facilities which is extended to support the day to day activities of the DC, ADCs, EACs and all the branches of DC office.

Other than DC Office, NIC has extended its IT support to many government, semi-government offices, organizations, NGOs and others as a whole. NIC takes care of all the Central and State Government IT projects implemented in different government departments.  The number of new schemes and projects are at a rise.

Community Information Centre (CIC)

The Community Information Centre (CIC) project was undertaken in the eight states of North Eastern Region which includes Sikkim also, in the year 2000.  The CIC project was set up to provide IT related facilities and services to the rural mass of North eastern States which lack proper communication infrastructure due to their difficult terrain.

The project is a joint effort by Department of Information Technology (DIT) under Ministry of Communications and Information Technology (MCIT), National Informatics Centre (NIC) and the State Governments of the North-Eastern states.

In the year 2002 CICs were set up in seven blocks of the district viz. Rongram, Dadenggre, Dalu, Betasing, Selsella, Zikzak and Tikrikilla. All these CICs are well equipped with latest computer systems with dedicated Internet facilities through VSAT technology. TVs have been provided at each site to disseminate educational programmes in addition to general entertainment which is anticipated to attract visitors to the CICs. A new CIC is set up in the newly formed Gambegre Block of the district and will be made operational soon.

Basic services provided by CICs to the community are Internet Access and E-mail, Printing, Data entry and Word processing and Training for the local populace. The CICs charge nominal amounts from users for these services which helps them to meet their day-to-day running expenses such as consumables, stationery, fuel for the Genset etc. Each CIC has two CIC Operators (CICOs) for managing the centers and providing services to the public.
