Movement and Distribution
Movement of Food grains
The Deputy Commissioner is responsible for
collection of food grains from the FCI and arranging transportation and
distribution thereof to the local bodies/schools based on the entitlement of
individual school. Here the Deputy Commissioner makes appropriate use of the
wholesale and Fair Price Shop network now functioning under PDS.
Transportation Charges
The amount of Transportation cost is being reimbursed by the Central Government for the movement of rice from the FCI Godowns up to the school premises. The quantity of food grains lifted for the particular year is being calculated and based on the rates approved by the Central Government e.g. earlier the transportation cost was fixed at Rs 50/- per quintal. w.e.f. October 2005. The rate has been enhanced to Rs.100/- per quintal.
The Transportation cost required is moved to the Government of India for sanction. On being sanctioned the transportation cost is being paid to the wholesaler and the fair price shop dealer in a 40:60 ratio. The wholesalers will have to produce the bills enclosing the RO and RMP for authenticity and payment to the schools and FPS centres will be based from the transit register where the monthly/quarterly issue of rice is noted.
In respect of lifting the food grains, the Supply Department furnishes
monthly lifting report on the off take of lifting for the entire district to the
Government.
The Central Government will reimburse through the Deputy Commissioners the transportation cost for moving the food grains from the FCI Godown to the schools @ Rs. 100/- per quintal. The distribution will be in the ratio 40:60 to be shared between the wholesaler and the FPS dealer.
Distribution of Food grains
To the Primary Schools: The Deputy Commissioner makes the allotment of the above food grain to each primary school according to the enrolment figures made available directly by the respective DI of schools. For transporting the school wise allocation of food grain from the whole seller/storage points to the schools the Deputy Commissioner engaged the network of FPS dealer to lift the quantity
allotted up to the school premises.
Distribution of cooked Mid Day Meal food to the schoolsIn
schools where the mother-teacher councils exist, distribution of cooked food to
the children is being done by such
agency. In other cases, the concerned school managing committee decides the mode
of distribution of cooked food to the children.
The
school managing committee, the SHG and the parents of the children who are more
concerned of the well being of the child are being involved in the cooking and
distribution of meals as this ensures distribution of cooked and nutritious food
to the students enrolled. Using of the Gram Sevaks/Aganwadis as the implementing
agencies is also taken up by the implementing agencies to spread more awareness
on the implementation of the schemes. |
