National Informatics Centre (NIC) is a premiere IT solution to the Government of India, having its Headquarters situated in New Delhi. Over the years NIC has extended its facilities from the Central and regional offices to all the States and Districts of the country. Each State possesses a State Unit where as the districts have the District Units to facilitate IT to the local administration.
NIC, West Garo Hills District Unit is providing all necessary support to the district level computerization like Implementation of Central, State and District level projects, software development and support, Web Site development, imparting training to the Government Employees and others, network & Internet Connectivity through NICNet.
At present NIC West Garo Hills District Unit is functioning from the Office of the Deputy Commissioner, West Garo Hills, Tura. The unit is well equipped with latest technologies to provide necessary and intensive support to the district administration. It consists of latest hardware, software and Internet facilities which is being used to support the computerization of the activities of the DC Office and all its branches.
Other than DC Office, NIC has also extended its IT support to many government, semi-government offices, organizations, NGOs and others as a whole. NIC takes care of all the Central and State level IT projects implemented in various government departments. The number of new schemes and projects are at a rise.

NICNet (NIC Network)
NICNet is the network backbone of NIC which connects the NIC headquarters, all the State Units and the District Units. The district unit is connected over a 34 MBPS Leased Line. NICNet connectivity has been extended to many district level departments using various technologies like leased line, WiMax, BroadBand over VPB, VSAT and Local Area Networking (LAN). Networking and 24x7 Internet facilities are provided to the DC, ADCs, magistrates and major branches of DC office, DRDA and District Treasury through LAN connectivity.
Leased line connectivity are provided to District Transport Office and Tura Head Post Office. NICNet services are provided to many government departments through WiMax connectivity, to name some major sites are Office of the Superintendent of Police, Civil Hospital, Office of the Commissioner of Division, Tura Government College, Meghalaya Board of School Education etc.
Video Conferencing Studio
An well equipped Video Conferencing Studio is available at NIC district unit. Video Conferencing facility is functioning on 34 MBPS Leased Line with a backup support of DAMA VSAT. Frequent conferences are arranged for the Deputy Commissioner, Project Director DRDA and other officers to attend State and National level Video Conferences on various projects that are implemented at the district level.
Deputy Commissioner's Office
Certisoft: NIC Meghalaya has developed an integrated application to computerize the Certificate Branch in the Office of the Deputy Commissione Rs. The application has been successfully implemented at West Garo Hills District. Computerized certificates are being issued for the following services:
The database is being maintained at NIC Central Server and necessary supports are provided to run the application successfully. The application has also been provided to the sub-divisions for issuance of SC/ST certificates with their jurisdiction. More citizen centric applications will be added soon to the system.
Scheme Management Information System: Application has been developed in NIC district unit and implemented at the Development Branch for monitoring the fund received and allotted under M.L.A and MP schemes. The database is being maintained at the NIC server.
Payroll: Payroll application is being installed at various branches at DC Office for timely generation of monthly Pay Bills of the employees.
Election: Timely support provided to District Election Officer in every election being conducted at the district. Over the years support was provided to a number of General (MP) Elections, Assembly Elections and also to the Garo Hills Autonomous District Council ( GHADC) Elections. Applications are developed by NIC Meghalaya for randomization of personnel and also the EVM systems. Support provided for installation and implementation of the applications at NIC, data entry for personnel details, randomization of personnel, printing of initial and final appointment letters and ID cards, trainings, support on counting day and finally transmission of data and results.
Web Development: Following websites are being designed, developed and hosted by the DIO, NIC District Unit:
Rural Development Schemes (DRDA): Support, monitoring and help provided to the DC and Project Director DRDA, and Block Development Officers for successful implementation of MIS, data entry and uploading of various rural development schemes like MGNREGA, NSAP , BRGF , IAY , SGSY , BPL Survey etc. LAN connectivity and Internet facilities provided to DRDA, time to time training and workshops are being conducted for data entry operators, BDOs and other functionaries.
Computer Training: Regular training programmes are conducted at NIC for the staff of DC Office and other government departments. Trainings are being imparted to the officers and staff of various departments who are involved in implementation of various state and central level computerization projects at their respective departments.
Different State level projects that are being implemented by NIC are:
TreasuryNet: Computerization of District and Sub-division Treasuries at Tura and Ampati Civil Sub-division. 24x7 Internet facility has been provided to Tura Treasury.
Energy Billing System: EBS computerization has been successfully implemented at Meghalaya Energy Corporation Limited (MeECL). Software, system and manpower supports are being provided by NIC for a certain period of time.
VAT Computerization: Implemented at the office of the Superintendent of Taxes. VSAT connectivity has been provided which is to be replaced by Leased Line connectivity soon.
Incoming Projects: New projects that are to be implemented soon are Hospital Management System at Tura Civil Hospital, Court Informatics System at the District Court, Family Identity Card etc
Transport Computerization: District transport office has been computerized and VAHAN (vehicle registration application) and SARATHI (license issue and renewal) has been successfully implemented. One system engineer and one data entry operator are appointed by NIC on contract basis to support, monitor and backlog data entry of all the records at DTO Tura.
Confonet: Support provided for regular data entry, uploading of cause list and judgement for the cases registered at District Comsumer Forum. One Technical Support Person has also been appointed by NIC for monitoring the project and to provide necessary support to the dealing assistants.
Others: Supports are being provided to many other central projects like Tele-Education, ICP, CIPA, IDSP, MCTS, MPLADS, AGMARKNET, MI Census etc as and when required.
Community Information Centre (CIC)
The Community Information Centre (CIC) project was undertaken in the eight states of North Eastern Region which includes Sikkim also, in the year 2000. The CIC project was set up to provide IT related facilities and services to the rural mass of North eastern States which lack proper communication infrastructure due to their difficult terrain. The project was a joint effort by Department of Information Technology (DIT) under Ministry of Communications and Information Technology (MCIT), National Informatics Centre (NIC) and the State Governments of the North-Eastern states.
In the year 2002 CICs were set up in seven blocks of the district viz. Rongram, Dadenggre, Dalu, Betasing, Selsella, Zikzak and Tikrikilla and later in the newly formed Gambegre block. All these CICs were well equipped with latest computer systems with dedicated Internet facilities through VSAT technology. TVs were provided at each site to disseminate educational programmes in addition to general entertainment which was anticipated to attract visitors to the CICs . Basic services that was provided by CICs to the community were Internet Access and E-mail, Printing, Data entry and Word processing and Training for the local populace. The project was supported by Central Government & NIC for 7 continuous years and was later handed over to the State Government.
